This Chinese domain scammers never give up, this scam has been seen several times before [1] [2] [3] [4].

Subject:     Regarding "[redacted]" Cn domain name and Internet Keyword

Dear Manager,

(If you are not the person who is in charge of this, please forward this to your CEO,Thanks)

This email is from China domain name registration center, which mainly deal with the domain name registration and dispute internationally in China.
We received an application from Huaxiang Ltd on September 7, 2013. They want to register " [redacted] " as their Internet Keyword and " [redacted] .cn "、" [redacted] .com.cn " 、" [redacted] .net.cn "、" [redacted] .org.cn " domain names etc.., they are in China domain names. But after checking it, we find " [redacted] " conflicts with your company. In order to deal with this matter better, so we send you email and confirm whether this company is your distributor or business partner in China or not?

The whole thing is a fraud. Nobody in China is trying to register your domain name, and in any case registrars are not responsible for checking. They are simply trying to make you panic and buy an overpriced domain that you do not need and will never use.

"California Human Right Foundation CHRF USA" scam email

It's hard to say whether or not this scam is simply a version of the advanced fee fraud (you can come to the conference, but there will be fees and hotel charges), or if the idea is that you go down to Senegal and get kidnapped. In any case, this is a scam send to an email address scraped from the web via a hijacked email account in Indonesia. Similar scams have been seen before. Avoid.

02086 547426 "PC Wizard" tech support scam

Just a quick one.. some Indian scammers routing through a UK number 02086 547426 (02086547426) and purporting to be from a company "PC Wizard" just called and tried to convince me that something was wrong with my PC.

I'll do a write up later.. but in the mean time their MO is to get you to look at your Event Viewer for errors (there are always) errors, and then visit ammyy.com to run some remote control software. DO NOT LET THEM DO THIS!

Update:
I know this type of scam is quite common, and ammyy.com even admits that it is often abused in this way. There was a degree of sophistication here though in that they had a close approximation of my wife's name and we have an unlisted telephone number.

There were two operatives, the first one handles the initial part of the call and makes you open up your Event Viewer to look for errors and warnings (there are always some of those) and then warns you not to open the warnings or you will damage the computer. Operative number one had an Indian accent and sounded like they were coming in over a voice-over-IP connection.

Once they have you hooked, you get connected to a second Indian operator who attempts to connect to your computer with the ammyy.com remote control software. In this case it was operator 6070592.

After mucking the operator around for 20 minutes I confronted them with what they were doing. He was unapologetic and full of bullshit, and was still trying to connect to my machine.

Of course, the whole thing is a scam. I don't have a support contract for my version of Windows, the errors in my Event Viewer were harmless.. but if I had let the operator take control of my machine then he could have installed any sort of malware on it, or trashed the machine and then charge me a fortune to fix it.

I've been working in the IT field for almost 25 years and frankly it was obvious in the first few seconds that this was a scam. But for a naive user it might seem credible. If (like me) you end up doing tech support for your relatives, it might be a good idea to edit the PC's hosts file to block ammyy.com and www.ammyy.com:

0.0.0.0 ammyy.com

Registrars are not responsible for checking if domains infringe on someone's trademark or trading name. If they were then it would make the system unworkable. What we have here are a bunch of Chinese scammers who are trying to panic you into registering an overpriced domain name that you don't need. Ignore it, or if you really are worried about brand protection then look for a trustworthy registrar that you've actually heard of.

The malicious payload is at [donotclick]scriptuserreported.org/close/keys-importance-mention.php hosted on 5.39.37.31 and there are no surprises that this is OVH in France.. but wait a minute because this is in a little suballocated block thusly:

Let's start with the server at 5.39.37.31 which is distributing the Blackhole Exploit Kit (report here). This server also hosts the following potentially malicious domains:
pesteringpricelinecom.net
resolveconsolidate.net
scriptuserreported.org
provingmoa.com

Go back a few IPs to 5.39.37.28 and there is are a couple of work-at-home scam sites:
workhomeheres01.com
workhomeheres02.com

There's also a work-at-home scam on 5.39.37.24:
makeworkhome12.pl

5.39.37.26 appears to be hosting a control panel for the Neutrino Exploit kit:
myadminspanels.info
supermyadminspanels.info

So you can pretty much assume that 5.39.37.24/29 is a sewer and you should block the lot. Who is n2p3DoHost? Well, I don't know.. but there's one more clue at 5.39.37.29 which is the domain rl-host.net. The WHOIS details for rl-host.net are anonymised, but on the day of registration were:

Scam: tsnetint.com and tsnetint.org

Another episode in a long-running domain scam, which attempts to get you to buy worthless domain names by scaremongering. In this case the fake company is called "Kenal investment Co. Ltd" (there are several legitimate firms with a similar name). If you get one of these, ignore it and don't give the scammers any money.

The domains quoted are tsnetint.com and tsnetint.org and the originating IP is 117.27.141.168, all hosted in deepest China.

Dear President,

We are the department of Asian Domain Registration Service in China. Here I have something to confirm with you. We formally received an application on October  19, 2012 that a company claimed Kenal investment Co. Ltd were applying to register "dynamoo" as their Net Brand and some domain names through our firm.

Now we are handling this registration, and after our initial checking, we found the name were similar to your company's, so we need to check with you whether your company has authorized that company to register these names. If you authorized this, we would finish the registration at once. If you did not authorize, please let us know within 7 workdays, so that we could handle this issue better. After the deadline we will unconditionally finish the registration for Kenal investment Co. Ltd. Looking forward to your prompt reply.

This email is from China domain name registration center, which mainly deal with the domain name registration and dispute internationally in China and Asia.
On July 30th 2012, We received Keyya Ltd's application that they are registering the name "[redacted]" as their Internet Keyword and "[redacted].cn "、"[redacted].com.cn " 、"[redacted].asia "domain names etc.., they are China and ASIA domain names. But after auditing we found the brand name been used by your company. As the domain name registrar in China, it is our duty to notice you, so we are sending you this email to check. According to the principle in China, your company is the owner of the trademark, In our auditing time we can keep the domain names safe for you firstly, but our audit period is limited, if you object the third party application these domain names and need to protect the brand in china and Asia by yourself, please let the responsible officer contact us as soon as possible. Basically the idea is to panic you into buying worthless domains from a dodgy Chinese registrar. Of course, there is no company actually trying to register these domains.. and even if there was there is no responsibility for the registrar to check trademark ownership (except in a tiny handful of cases such as sunrise registrations).

What's more.. I already own the .asia version of this domain name, so it is impossible that someone else is trying to register it.

So, this one is definitely a scam. Stay away.

Indeed, an Apple account has been created for this email address. But not by me. Upon inspection, the Apple account has no information in it apart from the "John Dillinger" name, and it's a simple matter to reset the password to thwart whatever it going on here.

The email is quite genuine, coming from an Apple IP (17.254.6.195) and with all the links pointing to Apple and not another site. And it seems that I am not alone in receiving this email.

If you have had the same email, please consider letting me know in the comments!

NA3PA (na3pa.org) Scam: NAPPPA reborn

NOTE: You can find out who was operating NAPPPA here.

Earlier this year, I came across a fake seminar outfit called the North American Program Planning and Policy Academy (NAPPPA) [read the comments for more information] running out of a rented mailbox in Los Angeles. NAPPPA was recently covered by ABC15 in Arizona (see video below).

It seems to be a bait-and-switch operation. Seminars are promoted as being held at universities, only to switch venues at the last moment, students complain the the seminars are of very low quality and there are complaints as well that people who have been employed to teach these seminars (often hired via Craigslist) are not getting paid.

Well, a contact informed by that NAPPPA was back, this time peddling seminars under the name of NA3PA and with a website at www.na3pa.org:

From: NA3PA Announcements
Subject: Strategy Session: Program Planning, Evaluation, and Proposals (October 18 - 19, 2011: Los Angeles, CA)

NA3PA will be conducting the Program Planning, Evaluation, and Proposals Strategy Session in Los Angeles, California on October 18 - 19, 2011.  Interested development professionals, researchers, faculty, and graduate students should register as soon as possible, as demand means that seats will fill up quickly. Please forward, post, and distribute this e-mail to your colleagues and listservs.

For more information call (888) 673-8865 or visit our website at http://www.na3pa.org. Please find the program description below:

The Program Planning, Evaluation, and Proposals Strategy Session  is a hands-on, intensive session that leads participants through the entire grant proposal and funding research processes. Through an intense two day practicum, participants will receive an overview of program planning concepts along with advanced writing techniques to develop successful proposals. This results-based session combines individual exercises with group collaboration to allow each participant to leave the session with a Program Planning and Funding Dossier. Exercises leading up to the dossier and organization narrative include a thorough proposal outline, completed worksheets necessary for proposal submissions, and a starting collection of publications and resources to build a development library. Strategy Sessions is designed to provide your organization with the competitive advantage necessary in our modern grants award environment.

This session is ideal for those with a targeted program, but is equally effective for those who can identify their program and funding interests. Completion of the Pre-Session Interview and Assignments is essential to program success and value. Each participant will receive a selection of funding programs tailored to their program and/or areas of interest. Participants without a program will be provided a working example during Pre-Session.

The Program Planning, Evaluation, and Proposals Strategy Session will cover the following during the two day session:

(1) Fundamentals of Program Planning

This session will teach professional program development essentials and program evaluation. While most grantsmanship  "workshops" treat program development and evaluation as separate from the writing of a proposal, this will teach students the relationship between overall program planning and proposal writing.

(2) Strategic Funding Research

At its foundation, this session will address the basics of foundation, corporation, and government grant research. However, this course will emphasize a strategic funding research approach that encourages writers to see research not as something they do before they write a proposal, but as an integrated part of the grant  seeking process. Students will be exposed to online database research tools, as well as publications and directories that contain information about foundation, corporation, and government grant opportunities. Focusing on funding sources and basic social science research, this course teaches students how to use research as part of a strategic grant  acquisition effort.

(3) Professional Proposal Writing

Designed to obtain tangible results, this session will make each student an overall proposal writing   specialist. In addition to teaching the basic components of a grant proposal, successful approaches, and the do's and don'ts of grant writing, this session is infused with expert principles that will lead to a mastery of the process. Strategy resides at the forefront of this session's intent to illustrate grant writing as an integrated, multidimensional, and dynamic endeavor. Each student will learn to stop writing the grant  and to start writing the story. Ultimately, this session will conclude with a completed proposal outline.

Tuition for this two day strategy session is $398.00.

Strategy Session Registration

1. Participants tentatively reserve a seat online at http://www.na3pa.org, by calling the Program Office toll-free at (888) 673-8865, or by sending their name and contact information via email to registrar@na3pa.org.

2. A confirmation email is sent to registrants that includes  session site information, travel information, program description, and details on how to confirm attendance and make payment arrangements. An invoice and agency W9 is also included.

3.Upon attendance confirmation, registrants will receive (usually via email) a Pre-Session packet that will include 1) a Pre-Session Interview, 2) Pre- Session exercises to be completed, 5) a Session Agenda and Schedule, and 4) a receipt.

You have received this invitation due to specific educational affiliation. We respect your privacy and want to ensure that interested parties are made aware of NA3PA strategy sessions and schedules. This is intended to be a one-time announcement. In any event, you should not receive any more announcements unless there is a program next year in your area. To be unlisted from next year's announcement, send an email to remove@na3pa.org and write "Unlist" in the subject line.

na3pa.org itself is hosted on 69.72.186.55 at Fortress ITX. If you get a spam from NA3PA (and you can be assured that it is a spam), then forward it to abuse -at- fortressitx.com.

That server also hosts napppanet2.org which has been used before, and similarly has an anonymous registration.

The email is sent from an apparantly address of losangeles@grantfundraising.org - grantfundraising.org is another recently registered anonymised domain.

(Update 21/10/11 - the domain academicresearcher.org is also in use by these people)

This operation appears to be run out of California, apparently from the Hacienda Heights area (the originating IP for the emails is always 173.55.115.38). I know that complaints have been filed with both the BBB and the California AG's office, but no action appears to have been taken.

If you have any experience of "NA3PA" please feel free to share them in the comments.

Scam: "North American Program Planning and Policy Academy (NAPPPA)"

NOTE: You can find out who was operating NAPPPA here

Fake seminars are an unusual way of scamming money from people, but this one appears to be such a pitch.

Using the domains napppa.org, napppaweb.com, napppanetwork.com, napppanetwork.org and napppa.com the "North American Program Planning and Policy Academy (NAPPPA)" claims to have been around for 50 years, but it only seems to have gotten around to registering its domains in the past two months with anonymous registrations. A Google search comes up with nothing but these recently registered websites and some spam, so it certainly appears that this is a wholly bogus outfit.

In this case the email is routed via 96.43.142.170 in the US, which also hosts napppanetwork.com.

Update: these emails appear to be originating from 173.55.115.38, a Verizon customer in Hacienda Heights, California (near Los Angeles).

As a response to increased demand and competition for academic research funding support and training, as well as the high cost of many programs, we offer this two day strategy session through the proposal writing and development process. This strategy features two modules: 1) Practicum I: Focusing on the format and structure of the successful research funding proposal, this module provides attendees with an overview of each part of the research funding proposal, avenues for researching available grant programs, and concludes with fundamental proposal writing techniques. 2) Practicum II: Drawing from practical exercises and techniques developed in Practicum I and the Pre-Session coursework, participants are guided through the completion of a Research Funding Dossier, which acts as the culminating work product of the session.
This session is ideal for the researcher with a targeted program, but is equally effective for those who can identify their research interests. Completion of the Pre-Session Interview and Assignments is essential to program success and value.

Academic Research Funding Strategy Session  will cover the following topics:

* Fundamentals of the Research Funding Proposal Process
* Basic Elements of the Standard Research Proposal
* Essentials of Researching Funding Opportunities
