The "African Development Humanitarian Council" does not exist (although there are many agencies with similar names) and the domain adhcouncil.org was registered in April with fake WHOIS details. Of course, the spammer might not be associated with the domain name, but in any case the whole lot is some sort of scam and should be avoided.

It's hard to say exactly what the scam is. Probably some sort of advanced fee fraud, but in any case you should ignore this particular solicitation.

There are a couple of warning signs about affha.org that indicate that it is not genuine.
Firstly, the domain was registered on 23rd June 2014, however the website claims that they have been in operation since at least 2012.
Secondly, the text from the website appears to have been copied from fadoa.org (*that* appears to be a legitimate organisation). One had clearly copied from the other.
Those two things lead me to believe that affha.org is a scam and should be avoided.
I have the same emails, claiming they need to buy Coffee Beans up to 30 000 Metric Tones. After a lengthy investigation I noted it was Fraud. The Conversation began on the 15th of September following an enquiry on Trade Boss a B2B Website.
We received an e-mail from this Mohammed Mustafa looking for baby diapers to expand through Africa, by a tender placed by AFFHA. Same names: this Hannah and PROF. EDWARD ACHOU TIAGBA.
I was skeptical from the beginning, because this Edward always seem to know immediately what I told this Mustafa and vice versa. Beside, for an official tender I found it remarkably how urgent everything was and how little they informed about our products and way of working.
But somehow the website, documents and e-mails looked actually okay. We bought the story for some days, but they starting requesting money through Western Union, stalked us on every number they could find and all of a sudden they wanted us to show up in Togo to sign this contract and requested a copy of my passport. When I refused, again the solution was money.
That’s when I got convinced this was not real anymore, so I started googling and I found this website. I checked out fadoa.org as Conrad Longmore said, and indeed, it’s clearly a copy.
Seems I’ve been fooled and made lot of effort for nothing :)
